Broadcom's substrate JV opens in Singapore, production targeted for December
AST, the Broadcom-TOPPAN joint venture, opened Singapore's first high-end FC-BGA substrate plant on 29 September. TOPPAN says operations start in December 2026.
Advanced chips need more than wafers. They need substrates, the high-density boards that connect a large AI or networking processor to the rest of the system. On 29 September 2026, Advanced Substrate Technologies, a joint venture of TOPPAN and Broadcom, opened a factory in Singapore that both companies say is Singapore's first plant capable of making high-end Flip Chip Ball Grid Array substrates, and TOPPAN's first such plant outside Japan.
The building is about 95,000 square metres, with roughly 70,000 square metres in the first operating phase. TOPPAN's release dates the start of operations to December 2026 and says AST had 315 employees at the end of September. Singapore's Economic Development Board hosted the AST text; Broadcom's Charlie Kawwas is quoted saying the plant came online three months early and that it eases a substrate shortage that has constrained the industry. The same text calls Broadcom TOPPAN's largest FC-BGA customer.
Why it matters on this map: Broadcom designs custom AI accelerators and networking silicon. Extra large-body, high-layer-count substrate capacity is a supply-chain input those chips need. Opening a plant is not the same as shipping volume, and neither company disclosed annual output or Broadcom purchase commitments in the material reached. TOPPAN's separate goal, FC-BGA capacity at least 2.5 times fiscal 2022 by the end of fiscal 2027, is TOPPAN's target, not a Broadcom guarantee.
Broadcom stays green on this capacity disclosure. It was already green from its September earnings signal. The compute-and-power condition adds a supporting note about packaging-substrate capacity and does not change status. Nothing turns red.
What would change the picture: December production slipping; disclosed output or Broadcom volume commitments; or a named AI chip program delayed by substrate shortages despite this plant.
What this evidence does not establish
- Facility opening is not volume production; TOPPAN targets December 2026 operation start.
- Annual output, Broadcom purchase commitments and joint-venture economics were not disclosed in the material reached.
- TOPPAN's 2.5 times fiscal 2022 capacity goal by the end of fiscal 2027 is a TOPPAN target.
- The Broadcom.com release returned empty to the fetcher; primary quotes are from the EDB-hosted AST text and TOPPAN.
- TOPPAN and AST are not added as companies. Share-price moves are excluded.
What to watch next
- Confirmation that December 2026 production started.
- Any disclosed substrate volumes or Broadcom purchase commitments.
- Named chip programs citing substrate supply as a constraint or as relieved.
