Finland tells Google to pause site work at two data centers until environmental reviews are done
Finland's licensing agency told Google's subsidiary to stop site preparation at Muhos and Kajaani by 23 October. Google says it fell short of its own standards.
On 6 October 2026 Finland's Licensing and Supervision Agency, known by its Finnish initials LVV, told Tuike Finland, the Google subsidiary behind two planned data centers, to suspend preparatory work at its Muhos and Kajaani sites. The work has to stop immediately and by 23 October at the latest, and the pause lasts until the environmental impact assessments for both projects are complete. Tuike has until 14 October to reply in writing.
The agency said large-scale preparation, including tree removal, topsoil stripping and site roads, had already happened before the assessments were finished. Planning, measurements and soil surveys can go on. If Tuike does not comply, the agency can start formal enforcement, which can be backed by a conditional fine.
"We understand the concerns and have fallen short of our own high standards in this instance," Google spokesman Sondre Ronander told AFP, adding that Google would follow the agency's guidance. Finland's environment and climate minister, Sari Multala, said the projects will likely be delayed, AFP reported.
The two sites are part of the 13 billion euro plan for Finland that Google announced in September, which also includes a site in Vaala and an expansion of its existing data center in Hamina. Those are not covered by the agency's request.
How we read it. This is a pause, not a refusal. The agency expects the assessment reports during 2026, and no capacity or opening date is disclosed for either site, so the size of any delay is unknown. Nothing on the map changes color, and Google stays green. A temporary pause at two sites does not undo its recent US power deals. The pause does count against the compute and power condition, which names permitting as one of the limits on new capacity.
What would change this: formal enforcement, or Google stating a new schedule or a smaller Finland plan.
What this evidence does not establish
A request to suspend with a hearing, not a permit refusal or a court ruling. Formal enforcement, which can carry a conditional fine, comes only if Tuike does not comply. The pause runs until the assessments are complete, and the agency estimates the assessment reports will be finished during 2026. Only Muhos and Kajaani are covered, not Vaala or the existing Hamina data center. No capacity or opening date is disclosed for either site. The expected delay is the environment minister's view as reported by AFP, not a Google statement. Share-price moves excluded.
