GlobalFoundries agrees to make silicon interposers for TSMC's CoWoS line in New York

GF says the multi-year $2 billion deal will make Malta the first U.S. source of silicon interposers for advanced packaging, with volume output from 1H 2028.

On 8 October GlobalFoundries announced a manufacturing agreement with TSMC to supply silicon interposers for TSMC's CoWoS advanced packaging ecosystem from GF's Malta, New York fab. GF's own release frames it as a multi-year $2 billion agreement. GF says it will add fabrication capacity at Malta and expects the site to become the first U.S.-based source of silicon interposers for advanced packaging, including parts with embedded deep trench capacitors.

What an interposer is. In CoWoS-style packages, a silicon interposer sits under the logic and high-bandwidth memory dies and gives them a dense, high-speed path to talk to each other. That packaging step has been a bottleneck for AI accelerators.

Timing and term. The agreement is signed, but nothing is operating yet: GF says volume production is expected to ramp at Malta in the first half of 2028. The initial term is five years, with a framework for future capacity expansion.

Why we file it. GlobalFoundries is already on the map as a specialty foundry; until now its AI-relevant story was mostly optical and power silicon. An announced deal, per GF, to feed TSMC's CoWoS line would put GF directly into the AI packaging chain once volume production starts. GlobalFoundries moves from gray to green. TSMC stays as the ecosystem customer and is not recolored here. The map adds a new link: GlobalFoundries agreed to manufacture silicon interposers for TSMC.

How we read it. Meaningful. The announcement is GlobalFoundries' own disclosure, the $2 billion frame and Malta site are clear, and CoWoS interposers are central to AI accelerators. But wafer volumes and pricing are undisclosed, production is nearly two years out, and TSMC has not posted a matching English release in the window we checked.

What would change this. Named customer volumes, a TSMC confirmation, or an earlier production milestone would firm it up. A slip past the first half of 2028, or a smaller scope than the release describes, would weaken it.

What this evidence does not establish

Volumes and pricing were not disclosed. The agreement is signed; volume production is expected in the first half of 2028, and nothing is operating yet. The $2 billion figure is in GF's release subhead and is not broken into capex versus contract value. TSMC did not issue a matching English press release in our check. Share-price moves are excluded.
